INTRODUCTION
------------

The Fidonet Technical Standards Committee for Development is
an organization designed to provide technical standards for
active developers to adhere to.  The committee is dynamic,
comprising the number of "active" people in NET_DEV in the
last month.  The committee is headed by the FTSCD Chair, who
is elected once every 1-1.5 years by the committee members.

ACTIVE MEMBERS
--------------

There is a conference called NET_DEV used by developers of
FTN software.  In order to make sure that members of the 
FTSCD are actually active in fidonet development in some way,
for a person to be eligible for voting rights, they must have
posted an on-topic message in the echo in the one-month
preceding any vote.

VOTING
------

Votes are normally held impromptu, which is the reason for the
1-1.5 years leniency in the term of an FTSCD Chair.  All voting
on standards is to be made public, in the same way that the
government of a democratic country makes their voting intention
public.  Voting for the FTSCD Chair will be made private, mimicking
the elections held in democratic countries.  A system of 
passwording will be used to ensure a free and fair election.

STANDARDS
---------

Standards are those publications that are expected to be adhered
to to the letter.  Non-compliance to the standards will result
in the system being in FTSCD BREACH.  You are not expected to ever
be in FTSCD BREACH, but if you are, and you have been alerted to
this situation, you are expected to fix the situation IMMEDIATELY.
Under normal circumstances, police action (see below) will be 
deferred until one month after notification.  All standards are
published with names starting FTS-05xx, and the official place to
get them from is the FTSCD Chair.

PROPOSALS
---------

Proposals are those publications which have been submitted by
developers.  You are not obliged to follow any of them.  However,
in the situation where a developer introduces a new keyword, no
further proposal may alter the use of that keyword in any way.
In addition, if you wish to use any such keyword introduced by a
proposal, you are required to adhere to the proposal to the
letter.  Non-compliance to these keyword-specifications will
result in the system being in FTSCD PROPOSAL BREACH.  You are
not expected to ever be in FTSCD PROPOSAL BREACH, but if you
are, and you have been alerted to this situation, you are expected
to fix the situation AS SOON AS POSSIBLE.  Failure to fix the
situation within 6 months results in you being in FTSCD BREACH,
without any further leniency period.  All proposals have names
of FSC-05xx, and are available from the FTSCD Chair.

POLICING
--------

Anyone found to be in FTSCD BREACH will have any disciplinary
actions that the political organization cares to muster applied.
That is determined by the organization itself.  It may involve
expulstion from the network, or it may simply be that individuals
choose to not provide you with an echomail feed.

NEW PROPOSALS
-------------

To submit a proposal, you should send it to the FTSCD Chair.
It should be in a similar style to the other FTSCD proposals.
Under the unlikely circumstance that you are having problems
getting the FTSCD Chair to accept your proposal for whatever
reason, you may complain in NET_DEV, and if 5 active people
ask the FTSCD Chair to declare a vote, the FTSCD Chair is 
required to do so.

COPYRIGHT
---------

In order that the standards that the FTSCD publishes are not
controlled by one person, all FTSCD documents must bear an
explicit "released to the public domain" notice.  This includes
both standards and proposals.  People who are active one day
may not be the next, and there must be no restrictions on what
the new body can or can't do.  Being public domain means that
you also can use your document in any way you choose, and any
enhancements you make are not public domain unless you choose
to make them so.
