Unlike VIO, PM dosen't know the first thing about ANSI escape codes.
If you want blinking characters in PM, you'll have to do it the same
way IBM makes the caret blink in a PM window-respond to WM_TIMER
messages...

I've seen MS Windows terminal apps that handle blinking characters
just fine, and Windows deosen't have any kind of "VIO" API. If it can
be done in MS Windows, it can be done better in OS/2!
