Craig, there's a ton of abuse! Actually, there's a ton of abuse
involved with EVERYTHING going in and out of Mexico but that's for
another echo. Suffice it to say if there's money to be made putting
stuff on the other side of the border, SOMEBODY's doing it!

It's a convoluted set of laws. I'm not a lawyer, nor interested in
BEING one, but it seems to involve the "Bonded" status of the scrap. All
it really boils down to is that since it's legally still in bond, it
ISN'T officially subject to normal transfer.
I'd be quietly rich if I knew how to get past the red tape.
