I missed that part about the equator, but it would certainly be the place
to put it, considering the theory.  

The jet stream as we know it by definition doesn't go that far south, and
the southern one doesn't go that far north, and tornados are very rare
outside the USA.  But there must be some kind of weather along the equator,
maybe just not as severe.
