Correct.  The Corps of Engineers have been working on a hurricane
protection system for the city since Betsy, but their design was, by their
own recent admission, faulty.

There would still have been much flooding of outlying areas, but that was
mostly due to  the loss of Louisiana's marshes over the past 75 or so
years.  The Mississippi Gulf Coast, which took the brunt of the storm,
would have been doomed no matter what.

Anyway, it's pretty simple.  If the Corps had not screwed up, New Orleans
would not have flooded.
