Yup, but where did they get most of their ships and supplies.  They usually 
stole them or smuggled them or something.  And they probably stole a lot from 
Starfleet with the help of Maquis sympathizers (sp?).  What I'm trying to say 
is that most of their things are second rate which are sort of like hand me 
downs.
