IMPORTATION OF WILD BIRDS TO THE UNITED STATES; FINAL RULE
A real short summation of all the information suggests that some limited
importation may be possible. It speaks about pet industry and avicultural
organizations objecting to proposed regulations because they feel that
developing countries do not have the scientific, logistical and financial
means of complying. The WBCA requires a management plan that is
scientiffically based and that the capturing of wild birds not be detrimental
to the survival of the species in the wild (sustainable use) .. The country
must be able to prove that it is compliance with Cites and that the birds
will be handled in a humane manner - basically. The service also notes that
there are several countries starting the scientific studies portion.

Mexico
Guatemala
Venezuela
Brazil
Peru
Cuba
Idonesia
While this does't necessarily mean these countries will be exporting any
birds soon, it implies there may be imports available in a few years.
