I don't know if that is true.  The only information I have (from
the FTSC Chair) says to raise a PC, not "determine how many systems
are affected" etc.

Yes, that could happen.  Or the reverse could happen.  It's up to 
the whim of the *C's, and they have been known to come up with some
of the most mind-boggling decisions known to man.

that counts, it is the whim of an unknown *C.  Just between us two
we've got two radically different opinions.  The *C may have yet
