Wrong answer. An atomic clock only provides an exact measurement of how
long a second is. It doesn't keep time in hours and minutes, you still need
to sync up with some official time source for that, and then you can keep
time at a high accuracy. If you give a wrong starting time, you still get
the accuracy, but your clock can still be way off. ;)
