BTW, I signed up to Matra yesterday.  I found out the answer to the
pertinent question:

1. There is no minimum monthly charge.
2. You have to pay $60 upfront.  You can then take the next
two (etc) years to use your 20 hours.
3. If you turn violent one month and use heaps of time, after
the first 5 hours the cost drops to $1/hour instead of $3/hour.
