I've just bought myself Watcom c/c++ 10.0. Though it's by far not as
comfortable as the Borland products I think it's much better value for
your money (they sell it for about half the price until end 10/94).
You got all tools for compiling under and for all common PC platforms.
It's said to produce much better code. You learn more about how a
c/c++ compiler works (this IS an important point for [Turbo-] Pascal
programmers). If you want to learn even more and / or you're short
on money the GNU compilers are a real good alternative. They're free
and they work almost exactly like c compilers under UNIX. They got no
Ide but I never missed this for OS/2 offers all I need anyway (EPM
and Macros).

To be honest I haven't yet found a book I could recommend. After all I'd
suggest you get a good reference (Harbison-Steele is not bad) and try to
find simple example programs in c you can analyze. There are converters
like "pascal to c" or "fortran to c" you could use to
convert your old
programs to c and find out how to do this or that in c (They're all free
and use the EMX environment on wich GNU-C bases). Maybe you might also
take a look at "Software engineering in C" by I don't know whom - it's
easy to read and it's got plenty of examples.
