You are beginning to come across as having a closed mind. Even if
citizens demanded, and the police were willing, there probably isn't
enough money or manpower to use zero tolerance in all areas. When Tom
(or others) explain that zero tolerance is mostly used at the demand
of citizens in an area that has been or is being taken over by
scumbags, it just goes over your head. Then, you throw up incidences
of abuse arising out of a school district's application of zero
tolerance.
In my city, at the insistence of the citizens, including members of
MADD and others who have suffered at the hands of drunk drivers, the
Police have announced zero tolerance for drunk drivers. Comparing this
with the school district's actions would be to say that if they
stopped a driver and smelled alcohol on his breath, they'd arrest him.
That's not the way it works. It means that, if under the laws as
written he is legally DUI, then there will be no lenience. His fate
will be up to a court of law.
If my neighborhood were to become overridden with drug dealers and
hopheads, and I feared for my safety when I opened my door, I'd be
among the citizens demanding zero tolerance until the situation was
corrected, and would get involved with the LEO's to make it happen.
Think about it a little deeper, huh!
