The autotuning level netsh command is what disables window scaling.  I
hadn't heard of the rss command either and I had quite a lot of dialog with
the networking people on the scaling issue...

Googling rss, it's receive side scaling, interesting and it could have
something to do with geo's problem, but it's not the problem with scaling
and routers.
