Yes it does.  As in the post "simply the best" it wrote German, Russian, Greek,
 Swedish and English.  Unfortunetly the Swedish was all ascii but I have been
know to post Swedish with utf8 characters in the past without any complaints. 
Mind you I believe it was you that had issues with one of my Swedish proverbs
in the LINUX echo not too long ago.

They are all possible except with Chinese I'd have to move to a GUI app instead
 of the console.  However since this is the FTSC_PUBLIC forum I believe that
Hebrew, Arab and Chinese are not supported, along with almost every other
language on the planet.  Also I threw Greek in the post which is also not
supported by the FTSC so I suppose you caught me red handed breaking with
'standards'.  Oh well.
