Well here is an ideal place to talk about any progress you make.  You will
need special hardware, at least the serial to serial converter.  I don't
know what format the C64 uses, but the IBM uses RS232.

I expect a C program could be written to do the emulation in a portable
manner (except for the comms, which should be isolated).  BFN.
