If words mean what they say, I would expect rss (receive-side scaling) to
configure (or at least affect) what Vista advertises as its receive window
(RWIN).

My few minutes with Google showed a tremendous amount of networking
ignorance ... I think we will have to wait for more authoritative reports.

At any rate, a simple network capture of the first three TCP packets
opening a connection would show what Vista advertises as its receive window
... another TODO.
