But there IS in AVON, AMWAY etc. You get paid on the sales by the person
below you, the person below him, the person below him, the person below
him, and the person below him.

Then what you are saying is that a scheme is only illegal if it works? In
other words, no scheme can be declared illegal until after it has made
someone a lot of money. Again, why aren't the people at the higher levels
of AMWAY who are making thousands a month from commissions from sales made
by people down the line, in jail by now?

If he is paid the money directly by the people 'down line' for membership
of the scheme, it is a pyramid, if he is paid a commission on the sales of
people down the line, from above then it is a network scheme.
