But wasn't it Microsoft that started the whole Idea of supplying
dealers with a version of their software to be sold with new 
machines, under a special price/licensing arrangement.

It suited them when they thought they could sell more/make even more 
money, but when they see the idea abused they bitch.
They are still making money on the deal, just not as much as they 
otherwise could.
