Like you said, quality control in situations involving consumer choice to
help produce quality results is a common problem, not something unique to
K-12 education.
Lawyers deal regularly with this problem. When I was doing criminal
defense work, I regularly checked out my client's claimed alibis to avoid
having them blow up before a jury...many were lies! Doctors must produce the
least bad results with patients who don't take their pills or keep smoking.
Carmakers have to idiot-proof cars so that customer lack of scheduled
maintenance doesn't (unfairly) get the model a reputation as a lemon.
