There's an article in todays Fin Review about a new law the federal gov are bringing in that will automatically repeal all regulations after 5 years. It claims to be an 'attempt to reduce the executive's power to make "non-legislative" law.' Quite interesting stuff, just what you're always on about. It talks about secret laws etc and covers reulations, bylaws,codes of practice, determinations and declarations made by govt agencies. It will also require a central register of all the ones they do introduce so you can go and look them all up. I'll save it. If you're interested netmail your address.
