Instead of specifying the message date as a fixed field, why not make it a
FIELD-ID, and specify an approprate format.  This would allow time-zones to
be included in the date.  Using the date format specified in FTS-1 is a bit
silly when creating a new packet format.

If the "AR" "FIELD-ID" is specified twice, does this
provide a method of crossposting a message into multiple echos?  This would
be a good feature to have for a new packet format.
