It's been many years since I lived in Illiinois, but ISPERN is the Illinois 
State Police Emergency Radio Network.  They use it to broadcast regional and 
statewide notifications to all police departments and is a great source of 
entertainment.  One thing became abundantly clear when I listened to it -- 
anyone who was stupid enough to drive off from a gas station without paying 
was caught in less than 20 minutes.  In many years of listening , I don't 
think I *ever* heard anyone get away with a free tank of gas!
