It is possible to override the CHESS indicator for any individual
transaction (sometimes clients actually request certificates - don't
ask me why) but it takes a deliberate action by the bookings clerk. I
don't know how easy that is (like, could you turn around to talk to
someone and accidentally hit the wrong key) or whether it's
audit-trailed, didn't bother following that through.

Would have to be us, see above - I very much doubt it would be a glitch
in either CHESS itself or the software from our back-office system
provider.

I'm surprised, I thought you had to be a holder for 6 months before you
got the card - that was certainly the story last time I checked, maybe a
year ago.
