Here is what my setup looks like.

Config.sys:
SET MOZILLA_HOME=H:\MOZPROFILES
SET MOZ_PLUGIN_PATH=H:\MOZPROFILES\PLUGINS

IMPORTANT; nothing in path, lib path etc related to Mozilla.

Create the following on an HPFS partition - not the boot partition - 
or a FAT32 partition.  I had it on HPFS and moved it to FAT32 because 
I now share it with WinZilla.

X:\MOZ130
X:\MOZ173
X:\MOZ18a4 - or whatever versions you chose to have available.  For me 
1.73 works fine and 1.8 has broken D&D in email.
I use FC/2.  Unzip the contents of the distribution zip to X:\MOZILLA 
- the default.  Then change the dir name to MOZxxx - xxx= version #. 
Unzip didn't like doing a name change during unzip.

Copy libc05.dll and gcc322.dll to X:\MOZ173 and X:\MOZ18a4
Copy whatever libc and gcc are appropriate for 1.60 to X:\MOZ160
Make sure there are no libc or gcc in ?:\OS2\DLL.  This way each 
version of Mozilla will use it's own version of the dlls

Copy mozilla.bmp to X:\MOZxxx
Copy ipluginw.dll to X:\MOZxxx\COMPONENTS
Copy crmozobj.cmd to the MOZxxx you want to be your working version. 
Run same.  It will create an object set.

Create:
X:\MOZPROFILES\PLUGINS
X:\MOZPROFILES\PROFILE1
X:\MOZPROFILES\PROFILE2 - this can be for a different identity or
user.  Most ISPs allow several.  Otherwise there is just PROFILE1.  I 
have four profiles for one ISP and one for a second ISP.

When you go to add-account have it create PROFILEx in X:\MOZPROFILES.

If you then put data in:
X:\MOZDATA\PROFILE1\MAIL
X:\MOZDATA\PROFILE1\NEWS
X:\MOZDATA\bookmark.htm
X:\MOZDATA\CACHE

Maintenance and backup is easy.

At this point Mozilla should run.  Go into Preferences and change the 
location of Mail, News ...
Adding preferential.xpi provides the Advanced Preferences option.  To 
add just go to File\Open file in Mozilla and select preferential.xpi
The bookmark location seems to be a catch 22; it is editable in 
Advanced Preferences after something other than the default has been 
entered in prefs.js

The first line in mine is
user_pref("browser.bookmarks.file", "X:\\MOZDATA\\bookmark.htm");

You are not stuck with out-of-the-box Mozilla.  You can structure it 
the way you want.
