     Apologies if I'm stating the obvious to you but it does appear you've
been spoiled by SCSI for quite some time and I hate to assume some basic
tenet only to cause you to waste time and money.  So let's go through the
setup steps for IDE drives which are so different from SCSI in detection
and setup.

   1) Check carefully the diagram for jumper setup especially if/when 2
drives are present since many drives will operate singly as either
"master" or "single" but have a different arrangement
special to "slave present".  Some differentiate between
"master" and "single".  Just be dead certain it is set
to suit your arrangement.

   2) The 80 wire cable is important and going to be needed at the very
least eventually... why not now?  Eliminate the issue.
   
  3) Make sure power connectors make full contact. ie: feel the hdd  drive
case or listen to verify spinup.
  
  4) Some older bios's (cmos setup) arrangements had a subsection entitled
"IDE Detection" where upon enetering each of 4 units would be
autodetected.  Many modern bioses forgoe the subsection and do it all right
from the IDE drive page, assuming that in the "peripherals" or
equivalent chipset area that channel is "enabled", where the
"auto", "none", "manual" entries are located.
 Often one must hit "enter" here to see the bios attempt to
autodetect since POST can be so fast these days that "auto" can
go by too quickly to see.  Just make sure it isn't set to "none"
at the least which it may have been by you when you only had SCSI.  The
bios won't try to detect unless you tell it to and I would have certainly
turned off any IDE entries if I had an all SCSI system. So don't assume, be
sure.

 5) I'd like to know if you have any other IDE devices such as a DVD or
CDROM and are they detected?  Some bioses need (or allow) to be set to
"none" for cdroms while others require "auto" or
"cdrom".  Hard drives cannot be left at "none". 

   Incidentally I would not set jumpers to report in "smaller" or
"translation" mode.  A 2003 bios should detect even a 250G drive
set normally and it'll run better in "normal" arrangement. 
Unless there's some defect in the IDE system a pci card will not likely
solve your problem sine it shouldn't be needed, merely duplicating what you
have with the only advantage being all ide drives on a card only take up
one (1) irq, whereas onboard takes up two (2).  Again this should not be an
obstacle for a 2003 bios with your era mobo.
