Again you are not getting it. FEMA does not do the direct care
and damage control. They are the facilation agency. they pull all
the police, fire, and relief agencies together to do the proper
work. If a couple of the different groups break down it is not
FEMA's falt but the falt of the relief agency or the police or
fire. Usually what happens during a disaster when there is
looting is that the police don't follow their own disaster plan
and just go out of control. In other words they lose it. Then
they will not give control over to the National Guard or Army
till everything really gets out of hand and they can't fix it.
Then is when FEMA gets the blame for going wrong but the lead
agency is usually the police or fire depending on the disaster
and any other agency, even government can't come in and assist
till they are requested.
It is the old "pride gets in the way".
