A cursory read suggests that the 2316 port is the management service,
and is by default NOT open to anything other than localhost.
The maintenance page can only be accessed on the local
machine, entering and retrieving genealogy data can be done
on any browser on the local network.

that is what I would expect from a well behaved debian dpkg
installation. Oh, hey, look here: /usr/share/doc/geneweb/examples/only.txt
Ah, and here's geneweb's etc/ directory: /usr/share/geneweb/etc/
