The doctor and restaurant owner should have said that they or their employees
have allergies or sensitivity to dogs. If the judge or city wouldn't accept
that, then that would be unreasonable. People with guide dogs probably have
a variety of other business establishments they could choose from. To single
out one business like that and then make a big deal about "guide dog
insensitivities" is ridiculous.
