on the boxen in question, i'm using a systray util called AboutTime to sync
with one of their NTP servers... actually, i have ~10 NTP servers
configured... i finally found one (penn state uni, IIRC) that those systems
have been able to sync with and have the proper local time displayed...

it seems that AboutTime has the time_t stuff built in rather than reading
it from the registry and thus it was using the old rules and setting the
clocks back to the old time... i was finally able to get a grasp when a
couple of the machines went two hours behind and refused to come forward to
at least one hour... i don't remember all the spells that were cast or how
many seances were performed but things finally settled down...
