I'm not sure I understand your question, but setting &N17 will force a 
v.32bis connection. IOW, it will disable all other protocol negotiations, and 
if it can't make a v.32bis connection, it will hang up. V.32bis connections 
range from 4800-14400bps.

Look at the &Nx commands.
