i think this won't work because of several reasons:

you made not quite clear where space is saved but obviously it wouldn't be  
on the users side instead we have an data increasement there (the  
additional referencing lines) thus increasing transfer times from user to  
sysop.

-
quoted lines are often wordwrapped to the next line and different people  
use different quote signs (ie. XY>, XY|, " ", etc.) so the recognising  
mechanism would have to be very smart and thus time consuming.

-
sysops would have to carry the greatest disadvantage: their systems would  
have to do all the additional work thus leaving even less cpu time for  
other tasks and increasing ordering time very much.

-
you made not clear which mail would be send out to the fidonet: if it is  
the mail where all quotes are just referenced, fidonodes lacking the  
referenced-quoted mail would have difficulties to make a readable message  
out of it (every sysop has a different hold time and mails do take some  
time to come through the net and sometimes whole message bases are deleted  
accidently).

-
the market adopts new (more or less complex) techniques much too slowly:  
just look at rip, nearly no one uses it, although it can be rather  
powerful.

-
with ever increasing transfer speeds in data communication there is no  
"real" need to decrease the mailpackets between fidonodes to keep
transfer  
times short (if this was a thing you were looking for).

-
data recoverage would be (more or less) impossible in case of a head crash  
or similar.
