I'm not sure about 3-4 year olds, but I've done this
project with two 5 year olds and they had fun and didn't
have much trouble.
I picked up some plain brown boxes (heart shaped) that
were inexpensive at my local craft store. I also bought
a package of colorful napkins that you take apart so
that you are only using one layer.
Then you dilute glue down...about 50/50...with water,
have the kids tear up the napkins and using the glue
paint the box and stick the napkins on. They a coat
of glue is also painted over the top (the kids use
pain brushes). I then let them embellis with buttons.
The kids I had do this seemed to enjoy it. It wasn't
perfect, but they still look nice. Could be an idea
that could be modified.
