It also depends on whether or not the provider is willing to provide
cellular extension phone service. Many providers can, but won't.
However, you can get around that legally, if your provider supports
"busy/no answer-transfer". Set your primary cell phone to transfer
calls to your home phone if "busy/no answer", and your home phone to
transfer to your second cell phone if "busy/no answer".
