Your logic is excellent.  Unfortunately, it is not a simple
matter of pulling CAT3 cable and replacing it with CAT5 cable as
it is an exterior run through vinyl siding and around brick.
Also the existing CAT3 cable also serves my primary phone line. 
So it's all a matter of running a new cable...
