My point exactly. zt takes the human mixture out of the mix so we might as 
well send robocop on ever zt call and elect them to judgeships.
Just what we the people asked for and what we are getting a taste of...
And I can say that I have seen sloppy,lazy police work, same of judiciary.  
when you throwe in the political and personal "favors and handwashing it gets 
worse.
We now have zt offenses eating up the system leading to a new problem.  we 
arelocking up so mny of these for mandated minimums that the facilities are 
frequently pushing as many out the back door as go in the front.
I cried for the authority to arrest when necessary and appropriate, which 
wasn't there years ago.  the shift to zt was a overkill brought on by in many 
cases lack of prosecution when arrest was the appropriate action, not taken 
on scene. This seemed to ftake momentum in the late 80's when dv reared its 
head.
