Since it is quite easy to construct a configuration where one has Boot
Manager, DOS in the primary partition, and OS/2 in a logical drive in the
extended partition, such that OS/2 _can_ "see or use the DOS partition", I
would say that the statement is proven to be false by counterexample. Three
or four years ago, that was, in fact, the way that I had my machine
configured.
If one doesn't use HPFS for the OS/2 boot partition but uses FAT (not
something that I would recommend, mind you), the second half of the statement
is proven false by counterexample, too, since DOS _can_ then "see or use the
OS/2 partition".
