Hello Julie:
Most of your questions have to do with whether or not a person must be a
citizen of the us to receive training and a vending facility in the B.E.P.
program.  The answer is that the Federal law, the Randolph-Sheppard Act
limits eligibility for a license to blind people who are citizens of the
United States.  Since this is the Federal law, it applies everywhere.  As
for the specific qualifications for B. E. P. in N. J. other than the issue
of citizenship, you would have to consult that state's B. E. P.
regulations.  Every state has its own regulations, but they generally
follow the federal regulations on things like eligibility.  If you want to
look at the federal regulations or the federal law, you can go to the web
site of the nfb and look under laws and legislation.  You will find the
randolph-sheppard act and the randolph-sheppard regulations both on that
site.
