That was dead fucking obvious by comparing what HongKong achieved compared with anything comparable in China itself, or Taiwan. In fact what he attempted was to give them the freedom of movement in the economic sense WITHOUT allowing them to have any real say on 'power' It can be done, Taiwan did it. So did Singapore. And where it did come conspicuously unstuck in China, it was the usual problem of kids in tertiary education etc, nothing to do with any middle class attempting to seize political power. What the chinese middle class basically wants is to be allowed to carry on regardless, making money, with the absolute minimum of interference by government, and they certainly aint interested in farting around getting involved in the political process on the whole.
