Yeah, largely because to their system they arent supposed to be local.

Thats harder tho. There is no equivalent of locking in the Optus
prefix for all calls made. That only works for the non local calls,
so you have to somehow force your phone to always use the Optus
override code, even for local calls, and thats not easy.

Its fine for local calls made with a stored number in the phone etc,
but there isnt any easy way to do it for manually dialled numbers.
