NT stores dates in GMT and displays then using your local time offset. So
change the offset and it changes all the dates that the OS displays. I
don't know what different software programs do but the OS works like above.
Change your timezone and all the file dates/times on your system will
appear to have changed, they don't actually changed but the display of them
is modified.
