But if my modem shifts up from a 31.2 connect to a 33.6... it's because the 
line will support it.
I'm not complaining about poor connections. I'm complaining about poor 
performance on 33.6 connects. If my modem connects at 33.6, it should be safe
to assume that the line conditions are good enough to allow that speed.
