Hardly perceived.  Non-programming *Cs, or lone cowboy programmers, who
just make shit up as they go along aren't the ones that have to suffer the
consequences of poor planning and design.

Not that "design by committee" doesn't have it's own problems of
course.. but when everyone's pissing in the public pool, you need someone
in charge to keep things clean, even if it slows progress.
