Yes but as a user that shouldn't matter, only root.  Same with mv and rm. 
rm is the most dangerous command especially as root and with the -r switch.
 Be totally sure you typed it in correctly before hitting enter.

It can and does happen.  Backups of the important stuff are nice to have
around but that is true of every OS.

Exactly.  "rm -r" is totally dangerous as root but also as a user
in their home directory.  Handle with care.
