  Blame the PC hardware.  The choice for text mode has always been
  blinking or bright backgrounds.  Since graphics mode doesn't usefully
  support blinking, bright backgrounds are the only choice when
  emulating text sessions in a PM window.

  Personally, I have bright backgrounds enabled in all my text mode
  sessions anyway (I use 4OS2, and it's a configurable setting), since
  blinking is visually very annoying.
