They are the library routines used by a language.  If you have several
programs on your hard drive, and don't use DLL's, you can have the same
library routines linked into all of them, taking up space.  Or, you can
put those same library routines into a DLL (Dynamic Link Library) and
store it on disk only once.  Then whenever a program needs to use that
routine, the DLL is loaded into memory and the routine is called.  You
see its most significant benefits when you have several programs that
all use the same library routines.
