I tend to agree with what you've said, Microsoft continues to 'support' DOS and W31 just not as much as before. I've always understood the lack of 'support' to mean that they won't go back and write patch files to fix those OS which only makes sense from a business standpoint. Reasons to update to a newer versions of Windows might be to get use of more than 256 meg of memory, support larger hard drives, avoid the major fragmentation of FAT32, support for USB 2.0 and other newer hardware that W98 does not support.
