It's a nice platitude, but there's another side to the coin. While
language 'A' may be much better suited to solve some problem than
language 'B', choosing 'A' may be a terrible choice. The best language
to choose is almost always the one where the coding team members are most
proficient.
Remember, the goal of those capitalists who bankroll the system is
to earn the most $$$. There's a big economic advantage to producing
the system as fast as possible. If using 'A' requires a big learning
curve, then it's hard to justify 'A'.
