Well, theirs alot of different ways to "pinpoint" the exact location of a 
cellular phone call using about 10 different tecqhniques that I can think of, 
some more elaborate and accurate tnan others.   But most of the equipment is 
fairly legitimate and is meant for a variety of uses.. They have direction 
finding systems for countersurveillance, and they also sell the RDF systems 
for those that work in the radio industry, or with radio or telecom, products 
etc..
