Yeah ... the problem with having to forcibly restrain a persistent perp
is that innocent bystanders often get hit by a stray bullet.  After I
cut the feed to the whole of Israel to get rid of Zvi Netiv I received
netmail from a number of Israeli readers who had never posted in the
echos and whom I didn't even know existed.  Every single one agreed that
Netiv was way out-of-line and that I had no other choice, but all were
disappointed that they'd lost access to the echos.  (There were probably
others who didn't make themselves known ... not everyone has netmail
access.)  Every VIRUS and VIRUS_INFO reader in an entire country paid
for the actions of a lone idiot who wouldn't obey the rules.

Basically no difference.  The two echos originally went to different
parts of the world, but now virtually any BBS anywhere can tap in to
either or both.
Combining the two would be the ultimate solution, but this would leave
an abandoned echo with worldwide distribution already in place ... an
echo which could be easily hijacked and transformed into a virus
distribution network.
