The legal drinking age here is 19 so yes he can go carousing. however we also 
grow the strongest weed in the world here and it is everywhere for sale. If 
the cops find it on you they make you throw it down the sewer and let you go 
on your way. No jail time no fines. Not even a warning.So he may find that 
too here. Hard to miss it really.
